OBJECTIVES OF THE PROGRAMME :
To provide expertise support to the two countries in reaching their health goals, contributing to regional and national public health actions; and to effectively and efficiently facilitate the programme delivery.
Description of duties:
1) For the WHO Country Office of Somalia:
- Plan, develop, administer and manage a wide range of administrative services in this complex country office, including finance and budget, human resources, logistics, procurement, transport and travel, safety and security of staff and information technology;
- Lead, guide, and supervise professional and general service staff in the administrative units, reviewing their work to ensure a consistent application of WHO regulations and rules. Empower staff in order to ensure optimum utilization of available resources in a positive climate of leadership;
- Support the HR and management planning in the context of current and expected programmatic needs;
- Provide expert advice and appropriate problem-solving options/solutions on financial and administrative and human resources related matters to the WR and country teams;
- Review of the activity/expenditure proposals submitted by the programmes and manage accounting, reporting and other financial controls
- Oversee the timely implementation of the UN security plan or instructions received from WHO's Administration;
- Act as administration and finance contact person and lead meetings/interactions related to budgetary, financial, administrative and operational aspects between WHO and national authorities;
- Facilitate the formulation of donor agreements
provide training needs assessments and coordinate the development, planning and implementation of training courses/workshops.
2) For the WHO Country Office in Sudan:
- Support the HR planning in the context of current and expected programmatic needs, e.g. during budget review periods and JPRM (visiting sub-offices to advise on all aspects of budget preparation of different programmes including support in review of staffing structures and job design);
- Provide expert advice and appropriate problem-solving options/solutions on HR related matters to the WR;
- Act as human resources contact person and lead meetings/interactions related to all HR aspects between WHO and national authorities;
- Ensure implementation, monitoring and evaluation of HR procedures;
- Take initiative on management improvements;
- Follow-up on audit observations to assist the Country Office to comply with the reform processes and HR recommendations;
- Ensure technical expertise support to the WHO Southern Sudan Sub-Office in a wide range of administrative issues including general management, finance, human resources and security matters.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in business administration or management.
Advanced university degree in a related field.
Skills:
Competencies:

2- Fostering integration and teamwork
3- Creating an empowering and motivating environment
Functional Skills:
In depth knowledge of administrative, financial, personnel and management theories and principles, procedures and their applications. Proven managerial, supervisory, analytical and negotiating skills. Ability to work under pressure with conflicting priorities. Ability to represent the Country Offices in dealing with the governments, UN agencies, bilateral and multilateral agencies and non-governmental organizations. Excellent communication and interpersonal skills in administrative and/or health related fields
Experience:
Essential:
At least 7 years of combined national and international experience in administration and management, including supervision of staff.
Desirable:
Experience working in a developing country and in emergency relief operations.
Languages:
Excellent knowledge of English.

Annual salary: (Net of tax)
US $ 64 521 at single rate
US $ 69 287 with primary dependants
