Background
The Equal Opportunities and Women's Rights in Ukraine Programme is a UNDP-led project co-financed by the European Union, Swedish International Development Cooperation Agency SIDA and UN Development Programme. The project's main goal is to support the Government of Ukraine and civil society efforts in promoting gender equality between men and women in all spheres of life and to improve the status of women in Ukraine as an instrument towards achieving the sustainable human development, Ukrainian MDGs and building a democratic state in line with Ukrainian international, constitutional and legal commitments and within the framework of the corresponding Government action plans.
The Planning and Logistics Specialist will be responsible for planning and management of project-related logistics and procurement activities as well as for planning, processing and reporting financial operations to ensure timely and efficient support to implementation of the project activities.
Duties and Responsibilities
Under the supervision of the Project Coordinator and the Financial and Administrative Manager, the Planning and Logistics Specialist will be responsible for planning and management of project-related llogistics and procurement activities as well as for planning, processing and reporting financial operations to ensure timely and efficient support to implementation of the project activities. Specifically, s/he will:
Ensure successful implementation of the project logistics and procurement activities.
Ensure full compliance and application of standard UNDP administrative, procurement and contracting rules, procedures and best practices and in full compliance with FAFA between UNDP and EU.
Participate in preparation of workplans of the project.
Prepare and implement a comprehensive programme procurement plan taking into account strict adherence to deadlines, priorities, availability of financial resources, operational feasibility, procurement modalities, alternative scenarios, etc.
Establish and maintain logistics, procurement and contracting systems and processes that ensure effective programme ability to source and deliver quality goods and services.
Facilitate the preparation of the Quarterly Financial Forecast and Financial Reports.
Manage the regular monitoring of the program budget.
Provide timely advice to the management on fund limitations and obtain approval of budget revision(s) from UNDP.
Prepare budget revisions in accordance with the established rules.
Be responsible for the preparation of accurate book-keeping of quarterly advances and reports, where relevant.
Prepare appropriate payment documentation and monitor payment status.
Keep a filing system of financial documents and report.
Handle correspondence related to financial matters.
Competencies
Strong focus on client-satisfaction and quality results.
Resourceful, dynamic, self-starter, mature, tactful and team-player.
Excellent interpersonal and communication skills, strong organizational and time management skills are a must.
Mature judgment with a proactive, energetic approach to problem solving.
Ability to establish priorities and to plan, coordinate and monitor project work plan.
Ability to draft clear concise documentation.
Required Skills and Experience
University degree in Business Administration, Finance, Economics, or equivalent disciplines.
Background in accounting or finance will be an asset;
Practical experience in the field of finance and accounting as well as previous experience of working for UNDP, SIDA or EC funded programs will be an asset;
Minimum 5 years of progressive relevant experience in project planning, procurement and finance for development cooperation.
Good knowledge of UNDP administrative and financial rules and procedures.
Previous experience and knowledge of EC regulations is a strong advantage;
Proficiency in English, fluency in Ukrainian and Russian.
Strong PC skills.
This is a locally recruited position that does not entail expatriation benefits. Local staff salary and benefits will apply.
