este amanecer del año nuevo, el primer deseo que formulamos es el de que la unidad nacional no sufra quebrantos. De ello dependerá que podamos afrontar los problemas que siguen afectando a nuestra Nación, así hayamos avanzado en los últimos años en superar la inseguridad que habían creado las acciones de los grupos ilegales.

Con todo, un factor externo ha surgido como nuevo elemento desestabilizador: la idea expansionista del gobierno de Venezuela, bajo la presidencia del coronel Chávez, quien ha encontrado en la guerrilla colombiana la punta de lanza para poner en marcha su política regional. Se cree predestinado; Bolívar redivivo, y dentro de ese enfoque, es totalmente coherente con su deseo de minar los cimientos de la democracia con mejor historial en Latinoamérica: la colombiana. Es su obstáculo principal, y la idea de removerlo, hace parte de su estrategia perturbadora.
No es el caso de discutir la pertinencia ética de sus planteamientos políticos. Es un debate que se puede dar en la academia, pero que en el teatro de la realidad colombiana resultaría ejercicio inconducente.
Hay que entender, entonces, por qué la asesoría norteamericana convenida con el Gobierno colombiano, le haya “sabido a cacho”, para decirlo en términos vernáculos, al presidente Chávez.
En verdad, no estaba en su horizonte que, Colombia creara, sin incurrir en equipamientos costosos de guerra, un poder disuasivo real. Bien sabía el astuto Coronel Chávez que no estábamos en condiciones -en épocas de crisis económica-, de aumentar la capacidad bélica; y que nos habíamos preparado para afrontar una guerra de guerrillas pero no para una guerra externa.
También entendimos los colombianos -no seducidos por el silbido de áspid-, que Chávez, para darle personería jurídica internacional a su sociedad con la guerrilla colombiana, debía ocuparse de que se le otorgara la condición de grupo beligerante.
Con todo, la torpeza de la propia guerrilla, de producir actos terroristas día de por medio, no le ha permitido que sus gestiones en ese sentido hayan tenido éxito alguno. La comunidad de las naciones no avalará jamás la conducta de quienes han violado los derechos humanos y desconocido las reglas del Derecho Internacional Humanitario, en forma tan evidente. Producto, claro, del abandono de sus ideales revolucionarios y de su conversión en agentes activos del narcotráfico.
Dentro de la anterior perspectiva, el reconocimiento de beligerancia a las Farc sería un despropósito colosal. Cuando ocurrieron las conversaciones del Caguán tuvimos la oportunidad de advertirlo, porque el propio Estado no estableció, como premisa de las conversaciones, el respeto al DIH. ¡Vaya error histórico!
Pero volvamos al principio de nuestra nota. Hay que preservar la unidad nacional. Gobierno y partidos de oposición están en la obligación de hacerlo. Apostarle sólo al fracaso del Gobierno, acaso sería una insensatez irremediable.
Recordemos a Walt Wihtman, en su apreciación humanística: “Cada ser es inevitable”. En este sentido, Chávez no puede “evitarse”, pero sí debemos saber cómo confrontarlo. Creemos que unidos, patrióticamente unidos, y no divididos insensatamente.

With everything, an extraneous factor has arisen as new element desestabilizador: the expansionary idea of the government from Venezuela, under the colonel's presidency Chávez who has found in the Colombian guerrilla the lance tip to start their regional politics. It feels fated; Bolívar redivivo, and inside that focus, it is completely consistent with their desire of mining the foundations of the democracy with better record in Latin America: the Colombian. It is their principal barrier, and the idea of removing it, he/she makes part of their strategy agitator.
Not it is the case of discussing the ethical relevancy of their political positions. It is a debate that one can give in the academy, but that in the theater of the Colombian reality it would be financial year inconducente.
It is necessary to understand, then, why the North American conventional office with the Colombian Government, he/she has "tasted like piece", to say it in vernacular terms, to the president Chávez.
Truly, it was not in their horizon that, Colombia created, without incurring in expensive equipment of war, a dissuasive actual power. Well the astute Colonel knew Chávez that we were not under conditions - in economic crisis times -, of increasing the warlike capacity; and that we had gotten ready to confront a guerrilla warfare but it doesn't stop an extraneous war.
We also understood the Colombians - not seduced by the áspid whistle - that Chávez, to give artificial international personería to their society with the Colombian guerrilla, he/she should be in charge of that he/she was granted the condition of belligerent group.
With everything, the own guerrilla's turpitude, of producing acts terrorist day of for half, it has not allowed him/her that their managements in that sense have been successful some. The community of the nations won't never endorse the behavior of those who have violated the human rights and unknown the rules of the International Humanitarian Right, in so evident form. Product, clear, of the abandonment of their revolutionary ideals and of their conversion in enabled agents of the drug traffic.
Inside the previous perspective, the recognition of belligerency to Farc would be a colossal absurdity. When they happened the conversations of Caguán we had the opportunity to notice it, because the own State didn't settle down, as premise of the conversations, the respect to DIH. Go historical error!
But let us return at the beginning of our note. It is necessary to preserve the national drive. I govern and parties of examination for position are in the obligation of making it. To only bet to the Government's failure, it would be maybe a hopeless folly.
Let us remind Walt Wihtman, in their humanistic evaluation: "Each being is unavoidable." In this sense, Chávez cannot "be avoided, but yes we should know how to confront it. We believe that bound, patriotically bound, and undivided senselessly.
